Walter Chew Flower (1850-1900) served as mayor of New Orleans at the time that the 1896 Charter went into effect. A journalist, attorney, and cotton factor, Flower was elected as a reform mayor and is credited with bringing significant improvements to the operations of city government. He died within a year of leaving office.
